Smart campaigns are completely managed by Google Ads. They cannot be managed by the user (outside of defining the ad itself and changing budget), meaning they do not support introducing campaign criteria such as negative keywords or IP/placement exclusions.

While smart campaigns can, in some cases, be tracked with ClickGUARD (if tracking template is installed on the account level), ClickGUARD cannot create exclusions. Therefore ClickGUARD's optimisation tools do not support smart campaigns.
