Can ClickGUARD work without the website tracking code?

Yes. Using the Google Ads tracking template is enough for ClickGUARD to log and process clicks and apply (some) protection rules. However, without the tracking code you won’t benefit from a number of useful rules and settings, such as:

Device tracking
Time on site rules
No Device rules
Conversion rules

Hint: It is highly recommended to install and use the website tracking code on your website(s).
